La Junta de Freguesia de Carnide, como nivel inferior de la administración local, se encarga de la gestión de su territorio y de la planificación urbanística, gestionando su presupuesto, los servicios a la población y los recursos humanos propios, así como las relaciones con otros interlocutores locales. En sus competencias se incluye el apoyo, con los medios adecuados, a las actividades que se consideren de interés para la comunidad local de carácter social, cultural, educativo, deportivo, recreativo o de otro tipo. También está facultado para discutir y decidir sobre las formas de apoyo a las entidades y organizaciones con el fin de realizar las obras o eventos necesarios, así como con el propósito de informar y promover los derechos de los ciudadanos.
De acuerdo con el Plan Estratégico para 2014-2017, todo el trabajo desarrollado en el área parroquial por la Junta de Freguesia de Carnide refleja la lógica de implementación de proyectos interinstitucionales e interdisciplinarios con un fuerte enfoque en el componente social. La intención es seguir realizando un trabajo de partenariado, tratando de involucrar a todas las instituciones y organismos públicos locales, sin dejar de tener en cuenta las necesidades e ideas de los vecinos de Carnide.

In addition, the Virtual Agricultural Office will facilitate the active listening of opinions and the knowledge of the degree of satisfaction of the users, so that the Regional Ministry will be able to evaluate the management and the tool itself and, consequently, apply the improvements it deems appropriate.
