Given this importance, it is certainly striking the scarcity of studies (Mayer and Marzol, 2014; Camarasa-Belmonte and Butrón, 2016) that focus on the analysis of the contents of this type of plans (thresholds, zones, etc.), of their application in specific periods and/or spaces and, above all, on the evaluation of the results in terms of verification, as recommended by the World Meteorological Organization (World Meteorological Organization [WMO], 2000).

Although the METEOALERTA Plan is a document that applies to the entire national territory, it has its own characteristics and peculiarities for each area, which refer to the sectorizations carried out, the different phenomena considered and the different warning thresholds for these phenomena. The following points will deal with the criteria established in the plan for the province of Seville.

The mountainous regions correspond to the districts of Sierra Norte and Vía de la Plata in the first case, with 14 municipalities in the area known as Sierra Norte de Sevilla; and Sierra Sur and Sierra de Morón in the second case, known as Sierra Sur de Sevilla, where the municipalities of 17 localities are located. Figure 3 shows the publication of the warning zoning for the province of Seville proposed by the AEMET.

La tormenta Filomena fue un ciclón extratropical a principios de enero de 2021 que destacó por provocar nevadas inusualmente intensas en partes de Portugal y España, registrándose en Madrid la mayor nevada desde 1971. Filomena, la octava tormenta con nombre de la temporada europea de tormentas de viento 2020-21, se formó sobre el Océano Atlántico cerca de las Islas Canarias el 7 de enero, tomando posteriormente una lenta trayectoria hacia el noreste de la Península Ibérica y luego hacia el este a través del Mar Mediterráneo.

Cuando Filomena atravesó la Península Ibérica, el borde de ataque de la tormenta chocó con el aire frío que estaba siendo canalizado desde el Ártico por una zona de altas presiones centrada en el Reino Unido; el suministro constante de aire frío y el lento movimiento de Filomena dieron lugar a fuertes y persistentes nevadas, que alcanzaron hasta 60 cm (24 in) en Madrid. Al menos cinco personas murieron por los efectos del frío en España durante el paso de Filomena: tres en Madrid y dos en Málaga. Los efectos en el resto del mundo fueron mínimos, ya que Filomena se alejó de la alta al norte, perdió su suministro de aire frío y se debilitó, y la tormenta se observó por última vez sobre Ucrania el 15 de enero. La tormenta causó la muerte de 5 personas y unos daños estimados en 2.200 millones de dólares (2021 USD; 1.800 millones de euros)[1].

The National Climatological Database foresees demanding procedures for the revision and validation of the records it stores, which require a time that sometimes clashes with the urgency of meteorological news. For this reason, as of today we can only speak of provisional data, pending validation and/or completion at a later date.
